When I say “conflict of interest” I mean the power between the turn coat civilians and the remaining uniform “armed” personals. General Ne Win had effectively created an atmosphere or division between the military and civilian rivalry mentality. If you study closely the trend of Burmese militant politics, General Ne Win had shown to his lesser officers how to manipulate the wealth of the country (natural resources), how to hold on to power with the help of military institution, how to change laws (usually laws are under the boots, boots mean the military top brass for Burmese civilians never wear boots but wears slippers), how to abuse the military for their own interests, how to be cruel to its own citizens by shooting or killing or detaining. Without any remorse or regret, General Ne Win had shown the way. Lesser officers want to get their piece of pie and so naturally they revolt against their master and detained him (in Burmese militant usage it is called house arrest) and his immediate family and continue ruling the nation at their own pace and time. General Ne Win had shown many examples how to get rich quick schemes, how to maintain power for longer period of time, how to be cruel to humanity. He is not only quick in temper, a notorious womanizer but also superstitious in numbers and astrology therefore the lesser ones imitate his tactics and norms and even become worser than him. No wonder the military uses rape as a weapon (example).

Let us go back to the conflict of interest. General Ne Win’s conduct had precisely shown how the conflict of interest had drive the destination of Burma. When he change clothes, he took his right hand man or 2nd in line position General San Yu as his civilian second in command in the civilian political arena. Together these 2 turn coats becomes the civilian top leaders to lead his newly created government, newly imposed constitution and their new positions in a legal way. In other words President and vice President are the 2 EX military Generals. THUS Burma march on to the new era of Socialism guided nation rule by Burma Socialist Program Party, the only party with no opposition. The benefits that the people did enjoy at that time is because the ex military Generals are civilian rulers, the abuse of the tatmadaw or military had decline and people live more normal life without the harassment of military personals. People can live more relax and free from hegemony or interference of military personals for the socialist party members take over the military’s reign of terror thus the fear is lessen for the people of Burma and they did enjoy the relief.
