Philippines
The Dangers of committing abuses to human dignity and freedom outweighs its supposed benefits.
Some of these are enumerated below:
1. High crimes.
2. Discrimination and harassment.
3. Kidnapping and blackmailing by “hoodlums in uniform”.
4. Political vendetta by local officials and “warlords”. .
5. Prejudged and speculative evidence.
6. Errors of omission and computer glitches.
detentions.
7. High tech crimes.
8. Abuse of the transaction trails by selling them to marketing firms, credit investigators, salesmen, private detectives, etc..
9. Further marginalization of the poor because the authorities can easily assess their financial capability to hire lawyers, in case their database are muddled by mistake or by malicious intention.
10. Apocalyptic thinking. You existence being reduced into numbers and a plastic card- your reference number can be erased or deleted from the computer any time by a “beast”.

If this is so, then why does it work in Hong Kong?
despite serious privacy concerns government surveys indicate that citizens generally support the smart ID card. The government has stated that the benefits gained by e-business, online services, and digital government outweigh the security and privacy risk. Also compared to many other countries, Hong Kong's small population of 6.8 million makes this a relatively low-cost project. the entire rollout
including the cards, devices, terminals, network hardwares, supporting computer systems and integration intoexisting systems is -expected to cost HKG 3 billion ( $392 million )

Do our culture play a vital role? Does the state religion influence us greatly?
A country which was once, one of the affluent places in Asia battles with our own conflicts.
Others say that this Id system will not work for us, because we have a different system,
the card is used by using biometric fingerprints which are used as data that cannot be used to reconstruct the record of the thumbprint through reverse-engineering
http://www.tarrani.net/kate/docs/HongKongSmartID.pdf
then the more we can track down corrupt officials involving themselves in gun running, or drug trafficking
we can then magnify rich people who are tax evaders..
because this system could never be tampered by ordinary means.
but No, many say, it won't work in the Philippines..
then why?

I would contribute some of my thoughts, and still hope others would do the same
The article says:
[b]The Dangers of committing abuses to human dignity and freedom outweighs its supposed benefits.
Some of these are enumerated below:
1. High crimes. It can be used by tyrannical rulers or heads of state to oppress certain classes of people who differ from their point of view, ideas, racial origin, religion or simply those whom they consider as threat to their continued rule. Historically, this has already been done.
===== Even without the national smart id system, tyrannical rulers of the country has been getting their way unopposed because they have all the power, networking and the means. I think when there is an id system, this game would be more balansed giving everyone the chance to fair play.Crime and syndicates now are smart and has achieved high technical skills and gadgets to achieve their evil plans ( just look what they are doing) and because the philippine system has dramatically injected the idea that this id system would be more dangerous to all, then it leaves the rest of the country in jeopardy, leaving the great portion of the citizenry and the good people unarmed, unskilled, ignorant and without access to their evil networks while the bad guys do away with their partying.

to continue, while waiting for more knowledgeable forumers to contribute ( so that i could also learn )
the article states:
2. Discrimination and harassment. Due to lack of privacy, a person can be discriminated both in availing basic services and in dealing with the private sector such as applying for employment, on the bases of racial origin, religion, family background, sexual orientation, political beliefs, history of drug usage, past felony or erroneous or planted record of an imaginary crime you committed.
============ Mine:
I agree there is no privacy, but who amongst us in the country are not victimized by such invasion of privacy, our mails and packages from abroad have been
struck opened before we know it. When I went to japan and sent packages for my nephew and nieces, they never got the gift. It was lost in the mail? Where is my right to privacy as stated in our constitution?
Applying for employment?
I think i donot have to expose the skeletons in the closet. I think the world knows what is happening.
and now they were successful in injecting this idea that the smart id system is more evil.
How about the computer system, which many of the Filipinos fondly pass their time away? Isn't it that articles about spamming and spammed emails come from this area? Are not they aware that the computer system is one of the tentacles of the BIG BROTHER?
and HOW ABOUT THE ONCE "ILOVEYOU" virus which was formulated from the Philippines (genius ey?) and celebrated its way even to the Palace of the Queen of England's own personal computer..
Funny, they were afraid of the national id system but was never aware that they are swimming in the same dangerous lake of "SURVEILLANCE"

to continue again ( as i wait for responses from others hope they will...)
3. Kidnapping and blackmailing by “hoodlums in uniform”. Syndicates and corrupt members of the police can easily spot potential kidnap victims by viewing their tax records and where they hang around often. The system could also be used to extort money through blackmailing of one’s “secrets” or through threat of fabricating crimes on your police records.
"hooodlums in uniform". syndicates and corrupt memebers of police, without this id system do these crimes and get away with it just look at the high crime rate in the country worst, they transct businesses without a trace...

before going to the so-called apocalyptic "scare" ( which all of the believers know and it shall come to pass)
here is one of the many benefits of the smart id card system
Smart Cards and Systems Security
Smart cards greatly improve the convenience and security of any transaction. They provide tamper-resistant storage and account identity. Smart cards can also be used to provide security for the exchange of data in the system. They protect against a full range of security threats from careless storage of user passwords to sophisticated system hacks. Multifunction cards can provide network system access as well as store value and other data.
Smart cards are an effective way of ensuring secure access to open interactive systems, such as encryption key mobility, secure single sign-on and electronic digital signatures
They protect against a full range of security threats from careless storage of user passwords to sophisticated system hacks.
to say that it can easily be traced needs a high powered technical syndicate to do it, and if they do, the id system can also counter act their deeds. this is one of the methods which i call " fair play"
