Rice shortage in the Philippines? 4 Months, 2 Weeks ago

Throughout my entire life, even after i graduated from the university
and practiced my profession in Manila years back, never did i personally
experience rice shortage in my native country.
When news spread out that the philippines is suffering
from rice shortage, i called up my cousin
and tried to figure out myself, what's the real picture right
from a manila resident-
My cousin said- "yes, people queue up for the NFA rice which
is the cheapest, and others mix rice with corn,because many
can't afford to have pure boiled rice for their everyday meal,
price soared up roughly 200% (percent)"
To satisfy my curiosity,i sought a second and third opinion,
i talked with an on-line friend about rice shortage
in the Philippines. One from Pampanga, Arroyo's hometown told me..
" No, it is Arroyo's manipulation
to destruct people from joining rallies against her.."
one cousin from Southern Tagalog region told me on-line
"No, we don't experience rice shortage here in the province,
we are ok"
one from Visayan Region told me " We have enough rice
but the price is really a headache, many could hardly afford
specially the poor."
So there guys, from what i heard, i could only ask
Manila is manipulated?
outraged!
