Building a UNIFIED “Federal Government” in exile?

I would like to comment my thoughts on the crucial idea of forming “Government in Exile” for Burma.
Forming “Government in Exile” of Burma sounds more realistic in deeds but what are the “reasons” for? Creating a “government” with appropriate personals is not very hard but building “able” and “capable” means to effectively have impact on the country and the people is kinda hard. When you used the word “Government” the relativity of the other word “Governance” follows. How will this so-called “Government” Governs the country and the people either from inside or outside?
In my thoughts, when a “Government” do exist either inside the country or outside, it must have means to “govern” the nation and its people. Tools are needed to “govern“. Effective basic tools like….
1) Financial Funds ( Economy)
2) Identity (Logo, Emblem, Flag etc.)
3) Military (fully armed personals / Army with strategic strategies)
4) Transparent Political Agenda (what they stands for?)
5) Knowledge (wisdom / insight)
7) Connections, many means to communicate.
8) Creativity, finding ways.
9) Foundation base on solid philosophies and terms.
10) Action (make it happen what you believe in)
These TEN principles need to be implemented and adhere (follow) with determination, dedication and deeds. If not, the creation of “Government in Exile” will be just a name sake like a mouth without any tooth. When you build something, especially a big project like a “Government” you must have means and ways to materialize what you plan for? Your aims and objects must be clear with working realistic plans to make it happened. Don’t let it be a waste of time, energy, money and most important of all the “essence” of what “Government” really means. Hard work, strong belief/faith & funds in conjunction with brilliant ideas/strategies can make dreams become true and happened.

It seems to me Burma-Myanmar has an elected leader already. She appears to have popular support and she seems quite reasonable and loving in everything I have seen her say and do. She is the true leader and she has the presence to be leader.
Is the truth about Burma-Myanmar that the people in charge of the military do not respect her government like a band of pirates who rule the seas?
Can you 50 or 100 bloggers who visit this forum convince the people who trade with Burma-Myanmar to recognize the true leader of Burma-Myanmar and choose to deal with her on all matters of trade and international relations outside the influence of any acts of piracy?
When the pirates' pirated income dries up the 400,000 military people will find other things to do with their time like work for the true and trusted leader of Burma-Myanmar.

I have also noticed that the most popular topic on this board is "Who is a true leader by kmyaing". I have not had the opportunity to read most of the topic however I would like to point out that the high level of interest in this topic makes me feel as if I am seated among a group of accountants who find pleasure in discussing the virtues of double entry book keeping. It's no fun for me and I feel shocked at the level of interest in that topic from people who seem to care about Burma-Myanmar's future.
My invitation to anyone who finds pleasure in "book-keeping" to put your feet on solid earth and believe there are real things that can be accomplished. I would like to suggest the real way forward for Myanmar-Burma is through everyone who cares to pull their weight with practical measures of support.
What practical measure of support can you type on this board so that another can act on your idea and make it so?

Yes! Burma had gone through the General election in 1990 created by the same military regime (different General/Leader) and the result is NLD won with landslide. When the opposition party National League for Democracy (NLD) which Aung San Suu Kyi is the General-Secretary won and the pro-military party lost (NUP/National Unity Party) the military nullified the results. Now, what kind of action is this? If this is not blatant disregard to justice then tell me what is? This general election was done by the military and it is the military that nullified the results when they lost. Where is the credibility of the military? Again now in 2007 this same military regime with different General is pursuing for another election. Where is the credibility and weight after what they had done and demonstrated in the past? Actions speak louder, much much louder than beautiful deceptive words. Don’t they?
Of course Aung San Suu Kyi is the true leader no doubt about it. You know it, I know it, the people of Burma knows it, the Buddhist monks know it and most of all the world knows it. Of course there will be pockets of personals who did not agree with the majority. This is normal/natural and expected. In their eyes and their blood all they see is militant views of “control & command” is better. These handful of people will endorse the rule of military as long as they live. I believe in that. Like I mention maggots cannot become caterpillars nor caterpillars cannot become maggots.
There’s a saying, if someone cannot lead, stay out of the way and let someone who is able to lead led the way. The people of Burma folded their arms and live under the rule of their military for 45 years since 1962. In other words they give chance to the military to prove their rule is good for the country and people. Look at where Burma stands today. She is the least developed nation. The worst corrupt nation on earth and the poorest of the poor.
Military had more than enough time to prove their ability. If they cannot make Burma prosperous and developed nation then get the hell out of the way and let someone, some personals that has the credibility, dignity and ability to take the leading role and make it happened. That’s what the world ask them (spdc) to do. Either move towards democracy with all participants including nld. Spdc did not listen, instead they declare they are doing their way (7 steps road map) without nld or any help. Isn’t this ridiculous? No cooperation or reconciliation from spdc part. UN declares the world organization will not accept the “status quo” which means spdc must not go back to previous status before the Buddhist monks demonstration/revolt in September, 2007. To me it looks like spdc did not heed UN’s demands a bit.
Look, in this world there are 2 ways of solving problems. One is the peaceful way and mostly known as diplomacy or intellectuals’ way of negotiating, compromising, reconciliation so many “tings”. The other way is the forceful way. In using force there are 2 ways. One is the “soft/mild” way (sanctions) and the other is the “harsh/severe” way (military action). To me, to deal with hardliners is the hard way. I had mention many times to use the harsh way to get the obstacle out of the way. At least taking actions like Naval Blockage (in the old AO forum). Well, nobody listens for I am nobody right. Look at the results, the suffering and the lost of many more lives including monks are the aftermath of my advice. See the results?
The world keep on using diplomacy as a tool which is not effective nor create any tangible results. It just prolong the problem. Now Burmese realize to take out this regime military action of shooting missiles at Naypyidaw is needed. This is not joke, this is real. Why did Burmese believe taking military action is needed? Because so many attempts or pleas or requests are landed on the deaf ears and blind eyes of the junta and the junta become more aggressive they blatantly kill monks of their own kind in front of the world’s eyes and ears.
In short, I know nld do not like creating a parallel “Government of Burma in exile” but the reality is this………………
NLD is just like a soften liquid that spdc can mold into any shape or form. NLD is defenseless and at the mercy of SPDC. SPDC did anything they want. NLD is powerless. So, in my view in case of SPDC dissolved and implode which I seriously think they will in a matter of time, there is a possibility of “power vacuum” created by the fall of spdc. When ruling government collapse definitely chaos and anarchy can follow so to prevent that if the democratic loving Burmese didn’t want that to happened, the opposition must be “well prepare and ready” to jump in and take over the collapse government. In doing that a well “organized” well funded and well planned strategies like forming a ready made “Government” should stand in the wing in case of emergency. This (federal) government is NOT, I repeat NOT the permanent representatives of the people of Burma but just a “temporary emergency transitional government” that fill in the gap of the current regime when it collapse. After the nation is back to normal THEN a permanent LEGAL Government of Burma should be formed by, for, of the people of Burma with the blessings of the world (UN).
As for 50 or 100 bloggers like us (me) convincing the nations that doing business with the junta not to do business with the junta? I think this is a long shot not to mention underestimating the word “greed” is. The same nations that do business with junta will do business with the new government whoever that government will be either nld or pro-spdc or even with usda. This is entirely up to the host nations to decide what is good and what is evil after all it is their countries’ interest they all are after. The majority of the world recognized Aung San Suu Kyi is the true leader of Burma. Only a handful of Governments and a fistful of thugs and of course their axe handlers, supporters, advocates do not and they will try very hard to degrade her as much as possible either directly or inderectly. They know it, we all know it.
As for the 400,000 troops of spdc you mention, I honestly do not think they had 400,000 regular troops. It is only on the paper in deed and the right numbers should be around most likely 200,000 not to mention the child (kids) soldiers of MyanMa Tatmadaw (Burmese Military) which most of them did not even like or even know (they are kids) their leader Senior General Than Shwe.

Note for thought: It is better to had a "gun" ready when you don't need it than did not had a "gun" when you need. Having a well organized and prepared "Federal Government" ready when Burma not need it than haven't got "Federal Government" when Burma really needs it.

My Motto is.........." Together, Burmese and foreigners alike, we can do it".
The practical measure of support I can type on this board is……………Like the previous posting, it is better, smarter and wiser to have a “Gun” ready in hand when you don’t need it than NOT having a gun when you do need it. In fact Aung San Suu Kyi wants people who have freedom or living in free democratic nations, to use their freedom in promoting democracy and she relay her message in request to those who are living in free nations to help her quest in standing firm for freedom and justice for Burma.
Exile or not, those who are living in free nations (Burmese and non Burmese) must “come together” regardless of any diverse backgrounds, culture, religion, race, gender, age, status and create a UNIFIED front in dealing with thugs. Of course when I say thugs, there are those who support them living in free nations promoting their propaganda agenda to divert the “unification of freedom forces“ as one single force. Starting from the top, down to layman, reforms are needed. Strategies, compromise, positive attitudes with understanding, respect for each individual are needed and of course money is most needed. The reason spdc survive so long is they divide and rule with money resources (nation’s national resources) coming to them in diverse ways, legal or illegal.
Coordination, cooperation in conjunction with finding innovative ways to create a UNIFIED front is needed. Contact and communication is vital and using high tech to invade the most top notch circle and recruit the inner military brass is needed to offset the mind setting of spdc lead by one man General Than Shwe. Division among the top brass is needed to probe for possibilities of dethroning the current mindset of the sole dictator spawn by their god father Ne Win.
If you dig at the old AO forum, you will find I criticized the appealing atmosphere for Communist China by the US Presidents starting from Nixon down to Bush Jr. current US President (although there are very good ones done in coded manner by him/Bush Jr.). Nobody cares for a mere immigrant like me and now look what happened? China is rising like a storm and aiming to buy out the entire USA as their subject. Who is feeding the cat (or dragon) to become fat? I omit Ronald Reagan as “exceptional” for he armed USA to the teeth and challenge the Communist Soviet Union (now Russia) and USSR collapse. Appealing Communists does not, will not work. My advice was not heeded and many mistakes have been made by US Presidents including the current one so don’t be surprise of the rising communist party/committee power in this era. Russia is also like minded atmosphere like in China. Now, media is televising the interesting subject like “Czar Putin” which in deed Russia is part democracy part dictatorship atmosphere where even many ordinary journalists’ mouths were silence forever by killing them if they criticized the ruling rulers. Both China and Russia openly vetoed the majority "pass" resolution of UNSC against junta, don't they?
What happening in China and Russia is they are practicing “capitalists’ methods” to enhanced their total grip on power of absolute control and command. In other words “control and command” freaks with wealth. Therefore undermining the value and forces of genuine liberty and justice.
The next US President who will be elected in the next 11 months (November, 2008) will certainly dent a vital blow to the world at large for I honestly believe many changes, reforms and strategies will take place aftermath of George W. Bush’s final term expires.

More compelling IDEAS!
Infiltration is the key in destroying the enemies’ stronghold.
FIRST choose the appropriate site to established the “Headquarter” or “Office” of the new parallel Federal Government of Burma. SECOND, compromise among many diverse units and create one single unit and covertly or overtly open up branches with individual cells both outside and inside of Burma and THIRD, infiltrate the inner circle military brass (with attractive incentives) for there are some that do not want or like the present leadership of spdc.
Can the exiles or non exiles of democratic forces, groups or individuals (both Burmese and foreigners alike) compromise their differences and attitudes to do (unified) that for a start (as phase 1) for the sake of freedom and justice for Burma ?

Phase 2:
After phase 1 ( The Network ) is finished, Phase 2 comes with the introduction of an elite top notch intellectuals that has the same likewise willing attitudes and principles. Name it “ PARADOX “. Paradox is a top notch organization that is infiltration proof. A thoroughly elite intellectuals, scholars, think tank philosophers that lay out strategies ( guidelines) to make things happened inside Burma. Members are spread out through out the world but twice (every 6 months) each year reunification together for reunion meeting to review the results of carried out missions. Remember, SPDC is powerless out of their country. They are the bullies in their own nation Burma ( in Burmese AnGair ). Outside of Burma SPDC is nothing. Take advantage of it and build an organization that is so strong and modernized that no one except the PARADOX members are the only ones that knows about the strategic strategies to make things happened for Burma. Training and Tactics are the core value of PARADOX. Sent out agents to all 17 armed groups and beyond that spdc had signed as peace deal, all different armed revolutionary forces need to communicate with agents doing the communication work and organized as a single force. Each and every corner of Burma these agents need to communicate with modern techniques instantly and effectively.
Don’t forget PARADOX must be financially sound and source of its budget (called it BlackBudget) cannot be reveal how and where all these money come from, how or where the money is spent for what or for who. This budget should be totally black out, kept ultra top secret. In other words the source of the money flow must be kept ultra confidential and in total darkness.
Combine strength and flexibility of the new Federal Government should be the backbone of the struggle against anti-freedom elements including their supporters and advocates alike. Keep closely watchful eye on foreign subordinates of spdc.

However the facts are Aung San Suu Kyi has the spotlight on her. My simple suggestion is to convince people who trade with Burma-Myanmar to pay their debts to Aung San Suu Kyi directly, into a Swiss bank account if you will. She is the true representative of the people. Why do oil companies pay the junta? That's ridiculous.
Can trading companies choose to pay her directly? Can countries order their companies to pay their debts to her. Can the UN order countries to consider her the true leader.
And Mynmat if an outside government would be useful at least Aung San will have the funds to pay for it. How many military persons would rather work for her?

Criticism is great nayting for it is the bedrock foundation of “true” democracy. One can criticize all he/she wants for it is indicating the flaws or weakness of others for others to amend. Please don’t forget Aung San Suu Kyi is a PRISONER of conscious. No matter what you call it house arrest or house detention or house restriction or whatever, basically she is a “prisoner” jail by the junta just because she loves freedom and justice for her country and people. Those who deal with the junta pays the junta and that’s strictly business. These companies do not want to pay double expense. Business is business. As for money going directly to Aung San Suu Kyi, (swiss banks or any foreign banks) some of the noble groups or organizations or companies create like “awards” which is appropriate for her in which she stands for (freedom & democracy). Aung San Suu Kyi does has a lot of money now BUT she did not spent a dime for herself. If this is not unselfishness, what is?
I don’t know about UN for in my view UN is so much polluted and have many poison minds working as UN reps but US had (as always stand for the oppressed people of Burma) pass the Congressional Gold Medal award bill to acknowledge Aung San Suu Kyi as the highest honored civilian of this planet.
Like I said “outside Government” is useful or not it's better to have a standing ready made Government on the wings than having no prepared Government at all IF and WHEN the illegal regime falls and Burma is in need of "organized leadership or functioning governance". In case of emergency, creating a standing “outside government” is better for if it not useful at all, it can disband anytime, can’t they?
Here’s another way of saying……………..It is better to be SAFE than SORRY! For no one knows what’s going to happen to Burma in the future, for the future of Burma is very unstable and shaky. Even China (junta’s staunch ally) knows it.
How many personals would work for her? The entire people of Burma plus “others” which is in millions would love to work for her and die for her. Why do you think the Buddhist Monks are willing to sacrifice their lives? Do you think they don’t know the junta is wicked and evil? Do you think, these monks don’t know they will be torture or killed? They demonstrated at their will and go against the junta and even march to the house of Aung San Suu Kyi and pay their last respect to her before they were killed or tortured or jailed or strip off their robes.
Now, THIS is the profound proof of willing to sacrifice for Suu Kyi, the irreplaceable ICON of our time.
