If only something can be written into the Constitution without the means to enforce them is like having Abhidhamma and not observing the five precepts.

Let me remind you that Britain do not have a written constitution. If the constitution could and does change how people behave then the people in Soviet Union must be the people in the world who enjoyed their rights most. It wasn't so in reality.

Changing human behaviour is not that simple and not that easy. How can you change the mindset of people in the military that it is neither right nor proper to take other people's property by use of force or threat to use of force. The military's primary role in a state is to protect the country and it's people and not to harass and terrorise the people or drag the reputation down the drains.

When the leaders (and their families) in our country is overpowered by greed and there is no one either unwilling or unable to stop them then you will see the flow on effect of the moral decay in the people. I cannot claim that my hands are clean either since I have served them for almost twenty years until 1988.

Even though it may be against your values there are times that you have no choice. Defiance did not put me in their good books and my work would not be appreciated either. How would you feel when you accompanied a high ranking official to a function to hand over a cheque as donation to another high ranking official of another country only to find yourself in such shame because our greedy official was asking for handout (or freebie) for him and his family?

Under those greedy ex-military officials turned government officials, you would surly lost your love for your country. That was then Ne Win's socialist regime now it's even worse.
