The main problem about the international tribunal is that a lot of current Cambodia leaders came from the Kmers rouges, including the current dictator Hun Sen.
What is also an unconfortable position is that Khmers rouges where belonging to a government in exile leaded by Sihanouk and renognized by United Nations.
How to judge members of a government internationaly recognized while every one knew they were mass killers ?
