10:10 AM of February 3rd, 2007, Attorney Le Thi Cong Nhan was leading a discussion on human rights with five other participants at the Thien An Law Office owned Attorney Nguyen Van Dai which located at 10 Doan Tran Nghiep Street, Hai Ba Trung District, Ha Noi, ten Public Security officers raided the discussion group and arrested six people: Attorney Le Thi Cong Nhan and Spokesperson of Viet Nam Progression Party, Engineer Pham Van Troi, Engineer Bach Ngoc Duong (Troi and Duong are the members of the Viet Nam Human Rights Committee) and 3 other participants. These six citizens were transferred to Public Security Precinct of Bui Thi Xian Ward which located at 61 Tue Tinh, Hai Ba Trung District, Ha Noi, for interrogation without any justification of the arrests. The detainees were treated harshly: Engineer Bach Ngoc Duong was not allowed to access the toilet, Attorney Le Thi Cong Nhan is not allowed access to drinking water.

15:00: Public Security released everyone. Engineer Bach Ngoc Duong left, Engineer Pham Van Troi was forced to leave Ha Noi to return to his home village Ha Tay. The other four were asked to leave the precinct, but all four has gone on hunger strike since the arrest began to protest the arrest. Attorney Le Thi Cong Nhan’s blood pressure is dropping when she abstain from food.

17:00: Father Nguyen Van Ly called Attorney Nguyen Van Dai, Le Thi Cong Nhan and Engineer Bach Ngoc Duong and was informed that: Attorney Le Thi Cong Nhan and 3 participants of the discussion would only agree to leave with the condition that the Public Security Force would apologize to them and provide the “Documents of arrest, detention, forced summon” in which the reasons for the arrest of innocents citizens must be stated clearly. Ranking officers of A42 reacted with fear and ordered subordinates not to provide any evidence that would be used as evidence against the illegal action of Public Security A42.

20:00: Father Nguyen Van Ly called again and was informed: Attorney Nguyen Van Dai, Engineer Bach Ngoc Duong and another citizen have come to the Public Security Precinct at Phu Nhuan Ward to bring food and water for Attorney Le Thi Cong Nhan and the other three detainees. All seven of these detainees adamantly demanded the Public Security to provide them the documents of their arrest, all seven were arrested and detain again. Father Nguyen Van Ly expresses his well wish to the Seven Soldiers of Peace and Democracy, may everyone stand strong. Father Ly also asked the Seven to convey his greeting to Ha Noi A42 Force that: He thanks them for contributing to the faster declining of reputation of the Party and the government with their illegal acts when arresting innocent citizens but dare not to admit its brutal actions with a piece of paper of “basic procedure necessary” that any government would provide. The Public Security of Ward 9, Phu Nhuan District, Sai Gon also refused to provide citizen Nguyen Phong a piece of paper after four arrests between January 29th to February 2nd, 2007. The conversation with Father Nguyen Van Ly was interrupted because the Public Security tried to take the phone away from Attorney Le Thi Cong Nhan. She refused to hand over the phone and yelled out loud: “Public Security thief!!!”. Thus, the three detainees still have the phone with them but were not allowed to use it while in interrogation.

21:55: The Seven detainees debated their illegal arrest, in front of everyone’s witness, about ten Public Security officers assaulted Engineer Bach Ngoc Duong. One officer punched Duong on his face and damaged the eye glasses while another officer strangled his neck. Attorney Le Thi Cong Nhan yelled out: “Public Security murdering!”. Only then, the torture ceased. Bach Ngoc Duong is ordered to report to the Phu Nhuan Ward’s Public Security Precinct at 8:30 AM for interrogation.

22:00: Public Security A42 took Attorneys Nguyen Van Dai and Le Thi Cong Nhan to Dai’s law office to search for more documents, and the search lasted 2 hours and 30 minutes. Engineer Bach Ngoc Duong has followed the Public Security to Dai’s law office, and he stood outside to observe.

00:30 AM of February 4th, 2007: Public Security confiscated two boxes of documents about Democracy including two 80 GB discs. Le Thi Cong Nhan and Nguyen Van Dai were once again taken back to the precinct for more interrogation despites Le Thi Cong Nhan’s health was declining.

02:00 AM: Interrogation began. Both Le Thi Cong Nhan and Nguyen Van Dai protested the interrogation because their health condition. Moreover, Le Thi Cong Nhan knows that Article 131, section 2 of Viet Nam’s Criminal and Prosecution Laws 2003 stated that: “Interrogation can not be conducted during the night, except urgent cases that can not be delayed, but the reason for the exception must be recorded on the interrogation document”.

The attorneys’ discussion on human rights is not an urgent case and the interrogation does not need to be conducted at night. In addition, the citizens whom were arrested did not commit any crime, then why does the Public Security interrogated them at night time when they are already exhausted with tension and torture during the day?




Is it the intention of the brutal regime to use torture and exhaustion to break the will of the peaceful democracy activists and at the same time give the people of Viet Nam more reason to hate an oppressive regime when it has elevated all oppressive methods to a higher level to become the science of tyranny?

Unable to interrogate Le Thi Cong Nhan, Public Security left her alone and placed an officer to sit next to her to guard her.

7:30: Le Thi Cong Nhan has not been eating since yesterday and overnight, and her health is declining because she has 8 chronic illnesses. She drank two servings of 200 ml. of milk. Father Nguyen Van Ly called to check on her condition and advised her: she should eat and drink, if she want to go on a hunger strike, she should only drink water. Since then, Le Thi Cong Nhan declared that she would not drink anymore milk, only water.

10:00: Nguyen Van Dai, Bach Ngoc Duong and Le Thi Cong Nhan being interrogated in separate room.

12:00: Public Security A42 transferred Nguyen Van Dai and Le Thi Cong Nhan to Ha Noi Public Security located at 87 Tran Hung Dao Street, Hoan Kiem District, Ha Noi.

13:00 PM: Nguyen Van Dai and Le Thi Cong Nhan are interrogated again on the discussion about human rights and democracy. The three Le Thi Cong Nhan, Nguyen Van Dai and Bach Ngoc Duong were no longer be reached by phone.

When this news report is sent at 13:30 PM, Nguyen Van Dai, Le Thi Cong Nhan were being interrogated at Ha Noi Public Security, and Bach Ngoc Duong was being interrogated at Bui Thi Xuan Ward’s precinct.

One cannot avoid being impressed by the personal courage of the human rights activists in Hanoi. They take great risks and are willing to make big sacrifices for a democratic development in their country.

NorVi: Keep us posted on the development, please!

I wonder when the authorities in Vietnam will start allowing more criticism out in the open.
