I was in Hong Kong when Xu Jiatun was the boss of Xinhua Agency there, in fact the official representative of Beijing in the the territory. I met him twice and all the diplomats were waiting his statements as a message from Beijing in that such important time for Hong Kong. When he left his position and desappeared, it was a big question to the China Watchers. So, thanks to Asia Observer we have tha answer.

HONG KONG's CHIEF EXECUTIVE TSANG BATS DIRECT ELECTIONS BY 2017
Chief Executive Donald Tsang has urged Beijing to allow direct elections "by now later that 2017" in a report showing most Hong Hongers want to be able to pick their leader in 2012. He also suggested for the first time, the setting up of a timetable towards full democracy, the thorniest political issue in Hong Kong
