Eighteen Years Later, Tiananmen Protesters from Beijing Remain in Prison

The Chinese government must allow independent investigation and prison visits by international human rights bodies


(Chinese Human Rights Defenders, June 3, 2007 ) - At least thirteen Beijing civilians sentenced to life in prison or a suspended death sentence for participating in the 1989 pro-democracy protests are still imprisoned in Beijing or its surrounding areas. CHRD has obtained the names of the thirteen - their prison terms and the locations of the prisons where they are imprisoned.



The cases of these "Tiananmen prisoners" may have been documented by international human rights groups, along with thousands of others imprisoned since 1989, but the fact that they remain in jail today, possibly along with unknown others, is not widely known and has not been acknowledged by the Chinese government. On the contrary, the government has vehemently denied that China has any political prisoners in its jails today and has dismissed any reports that it still jails people for participating in the 1989 movement as fabricated lies.



A former Tiananmen prisoner in Beijing, whose name is withheld for personal safety, has since his release in 2003 gathered information about fellow Tiananmen prisoners whom he met when he was in prison, has visited the families of some of them, and documented additional cases, on which people have come forward to provide detailed information.



"I want to tell those who claim that Tiananmen 'belongs to another era' that, behind the high, barbed-wire-ringed walls of the Chinese prisons, Tiananmen prisoners are still suffering and forced to engage in hard labor day and night today," said the former prisoner of conscience, who participated in the 1989 pro-democracy protests and has since been imprisoned several times.



Those who were sentenced to death, many of whom were executed immediately, or given long prison terms for their roles in 1989 tended to be ordinary people or workers, while the world focused its condemnation on cases of jailed students and intellectuals. Authorities justified the harsh punishments by accusing these Beijing residents of using violence – killing soldiers, burning army trucks or overturning armored tanks. The 13 cases documented here are also in this category.



The thirteen Tiananmen prisoners known to remain jailed in Beijing are listed below. Where known, the crimes for which they are convicted are listed, but for most, these details are still unavailable.



(1) Seven Beijing residents serving suspended death sentences:



XI, Haoliang ( 郗浩&#33391, now imprisoned at the Beijing No. 2 Prison.
YANG, Pu ( 杨&#29854, now imprisoned at the Tianjin Chadian Prison ( 天津茶淀监& #29425.
LI, Yujun ( 李玉&#21531, convicted of "counter-revolutionary sabotage," now imprisoned at Beijing No. 2 Prison.
JIANG, Yaqun ( 姜亚&#32676, convicted of "counter-revolutionary sabotage," now held at the Yanqing Prison (in the suburbs of Beijing ,延庆监&#29425.
MIAO, Deshun ( 苗德&#39034, now imprisoned at Yanqing Prison.
ZHU, Gengsheng ( 朱更&#29983, convicted of "counter-revolutionary sabotage," now imprisoned at Beijing No. 2 Prison.
SUN, Hong ( 孙&#23439, now imprisoned at Beijing No. 2 Prison.


(2) Six men, all Beijing residents, serving life terms:



WANG, Lianxi ( 王连&#31143, imprisoned at Beijing No. 2 Prison.
CHANG, Yongjie ( 常永&#26480, at Beijing No. 2 Prison.
SHI, Xuezhi ( 石学&#20043, imprisoned at Yanqing Prison
LI, Zhixin ( 李志&#27427, at Beijing No. 2 Prison.
CHANG, Jingqiang ( 常景&#24378, convicted of "counter-revolutionary assault," at Beijing No. 2 Prison .
WU, Chunqi ( 武春&#21551, at Beijing No. 2 Prison.


The former Beijing prisoner also confirmed that, according to his documentation, the men listed below were swiftly sentenced to death and immediately executed a few weeks after they were arrested following the bloody crackdown on June 3 and 4, 1989:

CHEN, Jian ( 陈&#22362,

ZU, Jianjun ( 祖建&#20891,

WANG, Hanwu ( 王汉&#27494,

XU, Guoming ( 徐国&#26126,

BIAN, Hanwu ( 卞汉&#27494,

YAN, Xuerong ( 严雪&#33635.



In recent years, under international pressure, notably the pressure for China to show improvement from the EU before any decision to lift the arms embargo imposed as sanction for the Tiananmen massacre, China has released some 1989 prisoners. However, these men continue to face restrictions such as "deprivation of political rights," which in the Chinese context means restricted freedom of movement, bans on writing articles or accepting interviews, and subjection to police surveillance, as the three cases below show:



Three men, all residents of Beijing, known to have been released in 2006, but still under deprivation of political rights, are:



DONG, Shengkun ( 董盛&#22372, male, suspended death sentence, imprisoned at the Beijing No. 2 Prison, and released on September 5, 2006, with a deprivation of political rights for eight years. Mr. Dong served in the People's Liberation Army. As a veteran, he was shamed and outraged by the army's slaughtering of civilians and joined the burning of an army truck, for which he served 17 years in jail.
ZHANG, Maosheng ( 张茂&#30427, male, suspended death sentence, imprisoned at the Beijing No. 2 Prison, and released on September 13, 2006, with a deprivation of political rights for five years.
SUN, Chuanheng ( 孙传&#24658, male, sentenced to life, imprisoned at the Beijing No. 2 Prison, and released in the spring of 2006, with deprivation of political rights for five years.


The Chinese Human Rights Defenders demands that

· The Chinese authorities unconditionally release all political prisoners jailed for participating in the 1989 pro-democracy protests.

· The government should allow open and independent investigation of the massacre, of cases in which people were allegedly tortured into confessions and of cases of wrongful imprisonment.

· After such investigations, people convicted of committing violent crimes, who merely engaged in peaceful protests or fought back in self-defense against soldiers who opened fire indiscriminately at civilians during the night of June 3 and early morning of June 4, 1989, should be immediately released and compensated for personal damage,

· Where there is corroborated evidence that people engaged in violent acts, their sentences should be reviewed and early release considered, given the circumstances of the time, and

· Any officials responsible for ordering the killings and wrongful convictions must be investigated to determine if they committed crimes.

Ma Lik, leader of one of Hong Kong's biggest political parties, sparked outrage in this Chinese territory two weeks ago when he disputed witness accounts of the crackdown, saying troops did not fire indiscriminately at protesters.

Although Ma later acknowledged he might have been "rash and frivolous" in his comments, he still insisted the incident was not a massacre.

Journalists and other witnesses have said troops opened fire with machine guns and that tanks ran over protesters, killing hundreds, perhaps thousands. Numerous news photos showed bloody bodies crumpled in the streets.

Chanting slogans "Vindicate June 4" and "Condemn Ma Lik" demonstrators marched in heavy rain.

Organisers said about 1,500 people took part in the march, which has been held every year on the Sunday before June 4 since 1989.

If simply thinking about it's a massacre,it is a way of saying without responsibility. To thinking about an action of the leader or an movement of people,we have to make clear about the cause and effective of them.

Frm people who had experienced or can be said as they are witness of it,i have known the accident is caused by a group of people who hold other purpose for themselves,and want broke the stable situation of the country,and the young students also been used,so that's the truth with a simple saying. And at the mass and urgent situation,the leader has to make the decision which is been seen as a massacre,but it's a political disturbance. Besides i really respect Deng Xiao Ping,including of his decision of that accident.

More than 1,000 students with no weapon killed by Army tanks and guns (I have a lot of pictures).

They have been the victims of a hard fight at the top of the CCP where the Prime minister Li Peng, leader of neo-conservative faction, wanted to expell the General secretary Zhao Ziyang and his redormist aids.

They was no need to send tanks. After more than 6 weeks they were tired and slowy quiting the place.

Li Peng told Deng Xiaoping that the Tian'anmen demonstrators were against him. It was wrong.

Even the Beijing military garrison refused the use of weapons against the students.

whenever tiananmen square is told i remember
our very own Edsa People Power when Marcos
was forced out of Malacanan Palace.

the tanks also rolled as history declared
but ours was a peaceful demonstration, it gave the world
an example of non-violent revolution-

it was the moment of a million heroes..

It is very difficult to understand why the Chinese regime choose to still keep Tiananmen protesters in prison.
What happened on June 4th in 1989 was a massacre, no other word is suitable to describe it.

I often wonder what will be the next big movement in China. We read that there are so many local demonstrations going on, but we have yet to see protesters unite and organize themselves on a national level (and the government certainly do everything to stop them from doing so).

I believe we are bound to see that happen in China during the next decade or two. My guess is that it might be the end of the one-party regime of the Communist party.

So what will ignite the protest? My guess is the steadily increasing income difference between the rich and poor in China (and the urban coast and rural inland as well).

So far the regime has managed to run the country so that most people have been a little better off every year. But I guess that at one stage that will be difficult to achieve. Some day during the next decade we will see that big masses experience that they are no longer better off, but worse off. That might very well be a turning point for the Communist party, I believe.

1 : To Linsi. It's sad that only 1500 peoples demontrated in HK to mark the June 4 anniversary. In 1989 they were 1 million upon a 6 million population. That means 10 million in a country like France and more in yours

2 : To Kylie. You love your country and I appreciate that. But you have no many sources to know about Tian'anmen incident. The Chinese authorities block all the searchs with "Tiananmen" keyword on the Net and you cannot find in China a book called "Tian'anmen Paper" with the scrips of the discussions of the Permanent Comity of the Political Bureau of the CCP during the mid April-may events. Do you know what event started the Tian'anmen demonstrations ?

3 : To John. I think that if China political system could change has to be a new forum subject. I passionatly discuss this subject with French human rights in China. Sorry to said to you that my point of view is very pessimistic and I can say to you why. No more Tian'anmen, no possible uprising, but some friends told me something no far from of what you wrote. Do you post this forum or I do it ?

1 : To Linsi. It's sad that only 1500 peoples demontrated in HK to mark the June 4 anniversary. In 1989 they were 1 million upon a 6 million population. That means 10 million in a country like France and more in yours
