I agree with you that Taiwan belonged to China a very short time of its history.
The problem is when it was possible to recognise two Germany or two Korea, Mao Zedong and Tchiang Kai-shek had an indentical view : there is only one China. So we have been obliged to have diplomatic relations with only one of them. In 1971, Beijing became the representative of the unique seat of China at the United Nations.
Each time, a country establiss relations with Bejing, it is obliged to recognise that Taiwan is part of China.
Beijing autorize others countries to have economic and cultural relations with Taiwan. Why not in others aspects as health or nuclear control ?

ok now a part of this has become clearer to me, the "THERE IS ONLY ONE CHINA" declaration of both Mao and Chiang,-and as i said it makes the situation difficult for Taiwan.
As for the question above? I strongly believe that taiwan must be allowed to join the WHO this is about health and lives, or else, it will continue to battle diseases with its own capacity, (very difficult situation) But inspite of all these things, Taiwan still stands up and still maintains its economic strength.
