Here is the whole scenario. First and foremost when Burma had genuine independence from the British, Burmese and their counterparts ethnic people cohesively create a united union and pursue for happiness and prosperity as an independent country/nation. Of course the ancient Constitution created in 1947 is not flawless. There are loopholes and defects that needs to be tackle. In the weakness of the Constitution and the opportunity that opens wide for General Ne Win, the commander of that time Burmese military took the opportunity and exploit to the extent of creating his own military apparatus, his government and his people/nation. In the name and pretext of defending the Union or Nation, Ne Win exploit and abuse all he can to the extent of one man rule regime and hoodwink the people by transforming a military regime to civilian regime naming Burma Socialist Program Party (BSPP). He change the constitution, national flag, create civilian government and so on. A cosmetic change indeed with same ex-military men wearing civilian clothes as Ministers of Ministries. After ruling as civilian government, the country still is in poor situation and he knows what he is doing is wrong by eliminating the democratic system that Burma enjoys and prospers during the 14 years (1947-1962) of democratic era. During those democratic era where there is no military rule, the nation is one of the leading and most prosperous nation in South East Asia if not the whole of Asia. Ne Win knew he had done wrong and wants to correct that so after the peoples’ revolution in 1988 he decided to step down and hand over the power to genuine democratic system where the military does not interfere or take part in politics and thus 1990 general election was done (by the military led by General Saw Maung) and Aung San Suu Kyi's party NLD won decisively. The military did not like the results so they nullified what they had done (1990). Now (2008) the military under the leadership of Than Shwe are making sure Aung San Suu Kyi's NLD party does not win anymore by excluding Suu Kyi herself, against the wishes of Suu Kyi. Back then, Ne Win realized that the genie (military) that he created is out of control and wants the genie back into the bottle (Barracks). He realized he had done (in fact treason to rule illegally and unlawfully) wrong to the nation and to the people by using the military to meet his personal needs. Too late, the military men have tasted the goodies of “power” “wealth” and “position” of ruling the nation and the people at their will, their own terms and their own laws. In other words dictatorship gene had embedded within their genes and no one can take that parasite from them. Not even General Ne Win. In the end Ne Win himself was surrounded by his subordinates and face the disgrace fate for him and his immediate family. Looking at the lessons of his predecessor Ne Win’s demise in disgrace, Than Shwe also know the military he is heading is out of control and he himself is checking and counter checking his subordinates to insure his lesser/younger subordinates does not do like him, that he had done towards his boss Ne Win.
Again, like Ne Win he is also finding way out without any disgrace or demise. All these Generals knew the country that they are leading is heading towards disaster IF there is no democratic system. One General after another will exploit the nation and the people for their own interest. It is very dangerous to put arms into the hands of the "state power" holder. It will be totally one sided against the unarmed civilians. Having the "state power" rested on unarmed civilians is the best way of checks and balances between the "gun holders" (Military Institution) and the "state power holders" (Civilian Government). It is not wise to give one side both (Guns and Power) for that side will and can abuse the other at their own terms and will. In the military brass no one totally trust no one thus checks and counter checks are being done constantly. The recent purge of Military Intelligence Chief General Khin Nyunt is one of the collateral.
Burmese Generals and their ways out after sucking all they can when their time have come to demise or near end. Ne Win wants to stop this cycle and so is Than Shwe for they know their time have come and they want to correct the wrongs that they have done by finding a way out gracefully if they can. The question is………will they succeed? Never underestimate the other General/Generals’ greed! General Ne Win did not succeed, General Saw Maung did not succeed and now General Than Shwe is trying. Will he succeed in taming the wild military's thirst for greed, power and wealth is yet to be seen.
In conclusion.........There can be many Ne Wins or Than Shwes or many Generals to emerge in Myanmar but there can never be another Aung San Suu Kyi. Never. This is the fact, truth and profound contrast between the national hero and the many Generals of Burma that emerges one after another to continue the rule in many shapes or forms for 46 years and still counting.<br><br>Post edited by: Paradoxan, at: 2008/03/15 07:18
