going back to stomrage's reply-
let me touch a little bit about
our christian faith- since it was
stated above-
on the contrary capital punishment is biblical
because death came to man through sin
for those who believed in creation
when the first man and woman violated
God's personal commandment, death resulted
for mankind-
but God is perfect and his judgment unblemished
Earthly governace in its imperfection could
only rely on a 99% found evidence in court
where truth is concealed.And so God dictates
death as punishment.
In my own point of view,
Man on the contrary is manipulated by his own
errors, and that's why death could be detrimental
if the one indicted is innocent.
But if it's otherwise that the heinous crime
was committed and proven that the
party accused deliberately did it,
then death for me is a form of justice.
otherwise life sentence without parole,
puts us in a safe and balanced society.

when i first watched "killing fields"
and those millions masacred by the khmer rouge
one's father, mother, siblings raped and blasted
and and tortured before their eyes..
sometimes i wonder how God could have
taken so much when Christ was crucified.
imagine, can you just give your very own
sons and daughters and members of family
when people wanted to
kill them?
i don't know. i really don't know.

yes it was a terrifying experience, and also reading on Linsi's story i just feel pity on the victims and the criminals.
i dont know Sir Jacques if my answer is correct on your question but heres what i feel about that.
Money is one. criminal's do hideous acts because they need money. i guess scaling from 1-10, 8 people will kill for money and the other 2 will just kill because they want to.
Here in the Philippines, 10 new Senators are declared yesterday, and i hope those who won and has the power to change the nation's future must work on bills and policies that will benefit all and not to their benefits. they are there at the top to serve his/her countrymen and not to serve his stomach.
I propose the lowering of the senators and other big time government officials salaries and perks then the money deducted from them will be use to the government funds. lower the taxes specially the income tax. if its not possible provide a proper taxation to different salary perspectives.
i don't really know how the taxation works (even though taxation was one of my subjects in college  ) but i believe lowering the tax specially the income tax will really help specially the people who are just earning a couple of pennies.
the government must focus on life and growth development rather than on bills and policies which sanctions or punishes a criminal.
i believe the more you create fear on the people the more you create criminals but if you create peace and prosperity on the people's mind the more people will be changing the way how they live their lives.
well its just my idea. according to one Filipino saying "marame ka pang kakaining bigas" and "papunta ka palang, pabalik na ako"
hehehe sorry for that sayings, i really dont know how to explain it. Pokkha, kayum, linsi could you help explaining those thoughts? hehehehehe

I think that criminality could be different between poor and rich countries. In poor countries as Philippinas a lot can kill to get money. In rich countries, it is more organized gangs, with a lot of money who want more money and ready to kill for that.
My main question was what to do with the sexual killers ? if they don't get a dead penalty, they are freed for good conduct after few years and they do it again. We have a lot of these cases in France where there is no more death penalty.
You propose to give less salary to the senators. In some countries, it's because the political elites are not well paid that why they are tempted by corruption. It's the reason given by Singapore authorities for the recent so much rise of the members of the government. But in Japan there is a hight level of corruption, a country whers the ministers are well paid.
One question : what is the power of the Senate in the Philippinas ?

 I'll give it my best shot stormrage... "Marame ka pang kakaining bigas" would mean "You've still got more rice to consume" which is a figurative way of saying that you've (stormrage10) still got a long way to go. The same thing with the second saying "papunta ka pa lang, pabalik na ako", when translated would go like "you're still on your way going there, I'm on my way back"...
You've got ideals and you are humble with them Mr. Stormrage10.
Though I don't think imposing more tax cuts is the only solution. It has to go with vigilant monitoring by the people as to where these taxes go (Commission On Audit, wake up!  ). We are a developing country and if budget deficits happen, it would affect our growth. As far as idealism goes, what we need to have are "real" unbendable enforcers... The people has to have a hand on this one because some alleged "existing" corrupt law makers will give everything they've got to stop this from happening.

About your question what to do with sexual killers... the only solution I can think of if ever they commit the same offence again is to have them spend the rest of their lives on rehabilitation centers or correctionals. Like I mentioned, I too don't like the death penalty so a life sentence would do.
If they do get freed, they should be monitored. The rehabilitating bodies should include an extended time frame to monitor the behaviours of serial offenders. Your country can afford to do that... Ours is still on its way.

Hi Kayum,
In France we have not a definitive life emprisonment and the checking out of jail know some failures. But return to Asia.
Last year, in China, some official voices proposed to abolish the death penalty, but in general, the population strongly opposed it

Yes, the general population in China is not ready to have death penalty abolished whereas some think that it should be done while going to a state of Xiaokang (well-off) society.
The populace strongly believes that a homicide should pay with his life.
The standing argument is "Bad people killed good people, why can't good people kill bad people?"
