North Korea envoy left Beijing saying that his country has been promised a light-water reactor for axing his Yongbyong reactor.
In the NK-USA accord in 1994, two plants of this kind have been proposed in the frame of Korean peninsula Energy Development Organisation, paid by Japan and EU, made by South Korea while USA provide 500.000 t. of oil each year during the construction.
The construction started very slowy, but Bush opposed it and everything has been stopped after the second nuclear crisis that start in october 2002.
