Government and rebel negotiators in the Philippines have agreed to expand a Muslim autonomous region in the country's south. South Korea has rejected a Japanese proposal to hold bilateral talks on the status of a disputed group of islets in the Sea of Japan, roughly halfway between the two countries (Dokdo or Takeshima).
